You control your in-home personal care services.
Consumer Direct Care Network Washington is the registered provider for WA Cares Fund beneficiaries who want to manage their in-home personal care services. This means:
- You are the managing employer of your Individual Provider (IP). You choose who to hire, set their schedule, and assign care tasks.
- We are the legal employer of your IP. We take care of hiring, payroll, and other administrative tasks.
How It Works
Do you need help with three or more activities of daily living, such as bathing, eating, or managing
medications? Starting in July 2026, you may be eligible to access your WA Cares Fund benefit through CDWA.
WA Cares Fund Agreement
After you hire an IP, it is important that you both agree on the care to be provided. WA Care Fund encourages
you to create and share the WA Cares Fund Agreement with your IP. This form is for your use only and does
not need to be provided to CDWA.

How do I enroll in CDWA in-home care?
CDWA will enroll you after your application is approved through WA Cares Fund (How the Fund Works | WA Cares Fund). We will discuss in-home care options based on the approved authorization. Once you feel confident in your decision, we will send your enrollment information to WA Cares Fund BAMS for your approval.
What about a caregiver or IP?
Beneficiaries are the managing employer (雇主管理快速入门指南). You recruit, hire, and manage your caregivers/IPs. If you already have a caregiver identified, we support them through our hiring process so they can start providing care as soon as possible. If you need to find a caregiver, we support you in working with Carina. They are a trusted partner for finding caregivers.

What kind of support can I expect?

Individual Providers
Is the IP hiring process different for WA Cares IPs?
No! IPs who will be caring for WA Cares Beneficiaries will be CDWA Employees and start by applying on our website. They will go throught the same hiring steps as CDE IPs.
Do I have to join the Union (SEIU 775) if I am only working for a WA Cares Beneficiary?
Yes, all IPs have to join SEIU 775.
Can I work for a Medicaid Client and a WA Cares Beneficiary?
Yes, it is possible for you to work for both programs. It is important to pay close attention to the authorizations of both people in your care and not work any hours over the authorizations.
If my Client leaves the WA Cares Fund Program, can I still work for CDWA?
Absolutely! We partner with Carina to help IPs find Clients who are an appropriate match. Talk to a Service Coordinator, we are happy to support our IPs.
Beneficiaries
Do I apply for care through CDWA?
No, you apply for WA Cares through the WA Cares Fund website. Once you have completed the application, DSHS will conduct an assessment to determine eligibility. After that, you can indicate you want in-home care from an IP and that get you started working with CDWA.
Does CDWA determine my eligibity?
No, DSHS will conduct an assesssment to determine your eligibility. CDWA is the provider of IPs.
Is CDWA’s WA Cares Fund Program a co-employement program?
Yes! CDWA is dedicated to the Self Directed model. We are the administrative employer and the Beneficiary is the managing employer.
What if I don’t have a caregiver?
CDWA partners with Carina to help find apporpriate caregivers for Clients. We are happy to connect you.
Where can I get support with enrolling or support after I enroll.
